The Town of Leland Council will hold a public hearing on August 25, 2016 at 6:00 p.m., or as soon thereafter as the matter can be reached, in the Council Chambers located in Town Hall, 102 Town Hall Drive, Leland, NC to hear all persons on the matter of a proposed development agreement between the Town and the developer of Harrington Village, a project which is to be built on a 19.31 acre site located north of Village Road and lying east of Baldwin and Lee Drives and west of Fairview Road.

Notification of Discharge of Untreated Wastewater
General Statute 143-215.1C requires the owner or operator of any wastewater collection or treatment works to issue a press release when an untreated wastewater discharge of 1,000 gallons or more reaches surface waters.
In accordance with that regulation, the following news release has been prepared and issued to media in the affected town/county:
Due to an electrical malfunction, the Town of Leland had a discharge of untreated wastewater on July 2, 2016 of an estimated 2000 gallons at Kobus Ct. in the cul-de-sac, and another estimated 2000 gallons near 1351 Grandiflora Dr. Both locations are in the Magnolia Greens Community. The untreated wastewater was discharged into the Jackeys Creek Watershed in the Cape Fear River Basin.
The Division of Water Resources was notified of the event on July 2, 2016 and is reviewing the matter. For more information contact the Town of Leland Utilities Dept. at (910) 371-0148.

The Town of Leland has over 5,000 sewer customers, 79.3 miles of 12”, 10” & 8” gravity sewer lines, 11 miles of force main and twenty six lift stations in the collection system. The wastewater collected from the system is treated at the Northeast Treatment Plant operated by Brunswick County.
The Public Utilities Department is responsible for the daily operation and maintenance of the collection system. System Maintenance includes cleaning 10% of the system and daily monitoring of 26 lift stations.
The Town of Leland Collections Department had one reportable sewer spill from July 2015 thru June 2016.On February7,2016 sewer spilled in the amount of 1,500 gallons from a manhole located in front of 1352 Grandiflora Drive in Magnolia Greens Subdivision. Spill was caused by heavy rain showers in a short period of time which caused the sewer system to be overloaded by inflow of rain water throughout the partners systems to the county’s treatment plant.
A public notice will be placed in the local newspapers stating that copies of the annual report for the collection system are available upon request at the Town of Leland's Public Utilities Department. The report is available on the town’s website. The report is being sent to the State of North Carolina by mail in July 2016.
I certify under penalty of law that this report is complete and accurate to the best of my knowledge. I further certify that this report has been made available to the users or customers of the named system and that those users have been notified of its availability.

Brunswick Forest PUD Master Plan Update
Brunswick Forest PUD Master Plan Update and Site Specific Plans (“SSPs”) for Phase 1, Section 5.
Chapter 30: Article I, Section 30-4; Article V, Division 2, Section 30-181, and Article VI, Section 30-212
Text amendment to amend portions of the ordinance permitting self-storage facilities and accessory dwellings.
Chapter 30: Article IX, Section 30-313(6)
Text amendment to amend the requirements for a 50 foot wide transitional use area around the perimeter boundary of all PUD developments.
