regarding Village Road Widening Project

September 27, 2007

LELAND, N.C. – The Leland Town Council passed a resolution at its Sept. 20 meeting requesting that the N.C. Department of Transportation include several features in the design for Phase II of the Village Road Widening Project.

  1. The features requested by the town council are:

  2. A “plantable” median;

  3.  On-road, marked bicycle lanes;

  4. Rework of the “skewed” railroad grade crossing at Leland Elementary School

  5. Provision for the installation of sidewalks; and

  6. Boat access under the Sturgeon Creek bridge

TEXT OF THE RESOLUTION:

Resolution Approving Town Design Criteria
for Village Road Widening, Phase II

Intent/Purpose:

The North Carolina Department of Transportation (NCDOT) is beginning the planning and design phase for Transportation Improvement Program project R-4063, which will include the widening of Village Road between South Navassa Road (SR 1435) and Lanvale Road (SR 1438) in the Town of Leland.  This project has been known locally as Village Road widening, Phase II.

NCDOT requests the Town’s input for planning and design of the project.

The Town of Leland has responsibility for providing safe multi-modal transportation routes including bicycle and pedestrian facilities for its citizens.  The Town currently has planning programs in place that address planning for and designing transportation facilities: CAMA land use plan, Leland master land use plan, comprehensive bicycle and pedestrian plan, and the Leland open space and park plan.  These programs guide the Town’s comments on the project.

The existing Leland Collector Street Plan identifies Village Road as an ideal location for a median, bicycle facilities and sidewalks.

Therefore, Be It Resolved that Town Council requests the NCDOT include the following features in the design of Village Road widening, Phase II:

  1. A “plantable” median;

  2. On-road, marked bicycle lanes;

  3. Rework of the “skewed” railroad grade crossing at Leland Elementary School

  4. Provision for the installation of sidewalks; and

  5. Boat access under the Sturgeon Creek bridge
