The Town of Leland’s comprehensive benefits package provides health and wellness care for employees and their families, time off to promote a work/life balance, ways to save for retirement, and more! All benefits are available to eligible employees who work at least 30 hours per week. Benefits are not provided for temporary or part-time positions except where specifically stated. Below is a summary of the many valuable benefits provided by the Town of Leland.
The following days and such other days as the Town Council may designate are holidays with pay.

Christmas - Three (3) workdays
Paid vacation is earned based on employee’s length of full-time service with the Town. Up to 30 days of accumulated vacation can be rolled over from year to year. Anything over 30 days is converted to sick leave.
Sick leave is accrued at a rate of 12 days annually for 40-hour per week employees, 8 days annually for patrol working 12-hour rotating shifts, and 134.24 hours annually for firefighters working 24-hour rotating shifts. Sick leave can be rolled over from year to year.
Employees receive up to 3 days paid leave for any one occurrence to handle family affairs or attend funeral and burial for immediate family members.
Employees receive leave with pay for jury duty during the required absence and are allowed to retain any court fees paid to them.
Health and Welfare Benefits
Group Health Insurance
Medical coverage through the North Carolina State Health Plan is provided by the Town. The Town pays 50% of dependent coverage. For further details, visit the NC State Health Plan website at www.shpnc.org
Health Reimbursement Arrangement
The Town provides a Health Reimbursement Account (HRA). This is an employer-funded account that helps pay for qualified out-of-pocket medical expenses, such as deductible, co-insurance, and prescriptions. Employees may carryover up to $500 into the next plan year.
Dental coverage through Principal is provided by the Town. The Town pays 100% of employee coverage and 50% of dependent coverage.
Vision coverage through Community Eye Care is provided by the Town. The Town pays 100% of employee coverage and 50% of dependent coverage.
Life Insurance and AD&D
Group term life insurance and accidental death and dismemberment coverage equal to $50,000 is provided by the Town at no cost to employees through Dearborn National.
The Town provides short-term disability insurance at no cost to employees. Benefits are payable at 60% of the employee’s weekly earnings for a maximum duration of 26 weeks from date of disability.
The Town provides long-term disability insurance at no cost to employees. Benefits are payable at 60% of the employee's monthly earnings. Maximum payment period is up to Social Security Normal Retirement Age.
Health and Wellness
Teladoc which gives employees and their eligible dependents 24/7/365 access to quality medical care through phone and video consults is provided by the Town. Teladoc doctors are U.S. board-certified in Internal Medicine, Family Practice, and Pediatrics. It is an affordable, convenient alternative to urgent care and ER visits. This benefit is available to part-time employees and their eligible dependents as well.
Employee Assistance Program (EAP)
BHS provides confidential counseling, information, tools and resources to assist employees as well as anyone else in the employee's household with issues that matter to them from personal or family concerns to legal and financial concerns. This benefit is available to part-time and temporary employees as well.
NC Retirement System (LGERS)
The Town participates in the Local Government Employees’ Retirement System and makes contributions based on guidelines provided by the NC Retirement System. Employees in a regular position that requires at least 1,000 hours of work in a calendar year become members of the retirement system upon employment. As a member of this system, employees are required to contribute 6.0% of their gross annual earnings and are vested after 5 years of service.
The Town provides a 5% contribution of the employee’s gross annual earnings into their 401K plan regardless of their contribution. Upon enrollment, the employee is immediately vested in the plan at 100%.
Employees may contribute a percentage of their gross annual earnings into a 457(b) plan. The Town does not contribute into this plan. Upon enrollment, employees are immediately vested in the plan at 100%. Part-time and temporary employees are eligible to participate.
Flexible Spending Accounts
Under Section 125 of the IRS Code, employees have the opportunity to pay for eligible expenses (unreimbursed medical, dependent care) with pre-tax contributions. Employees may carryover up to $500 into the next plan year.
Supplemental Life Insurance and AD&D
Supplemental life insurance with AD&D coverage through Dearborn National is available through payroll deduction. Enrollment within 31 days of hire guarantees eligible coverage up to $50,000. Life insurance coverage is also available for spouse and/or eligible children.
All Town employees are covered under the North Carolina Worker's Compensation Act. This act covers those employees who suffer bodily injuries/illnesses as a result of an accident while performing duties on the job.
