Grants & Funding Opportunities

The Town of Leland actively seeks grants and other funding opportunities to fund various projects, procure specialty equipment, and provide funding for training. Grant funding allows the Town to go beyond the limits of our operational budget and provide a solution for evolving community problems. Hometown Grant
Lowe's
Grant Application Submitted: 02/19/2024

Lowe’s Hometowns is a five-year, $100 million investment focused on rebuilding and revitalizing communities across the country. Each year from 2022 through 2026, consumers are given the opportunity to nominate a community space in their hometown – such as a neighborhood garden, park or community center – to receive a physical renovation. Lowe’s will select 100 projects per year to be completed by the nonprofit receiving the grant, in partnership with our Lowe’s store associates and community volunteers. Additionally, as part of Lowe’s Hometowns, Lowe’s stores and support centers will select and complete nearly 1,700 smaller projects in their local communities through product donations and associate volunteerism. Lowe’s Hometowns is the company's largest-ever commitment of its kind and builds on its 100+ year history of giving back to the communities it serves.

The Town of Leland requested funding to go towards Founders Park renovations which will add inclusive playground equipment and accessibility for those who use mobility devices. This will be accomplished with an at-grade to the playground and all rubberized surface. The playground will have a disc swing and wheelchair accessible merry go round.

Rebuilding America Infrastructure with Sustainability and Equity (RAISE)

The Rebuilding American Infrastructure with Sustainability and Equity (RAISE) program helps communities around the country carry out projects for surface transportation infrastructure with significant local or regional impact.

The Town of Leland is applying to the U.S. Department of Transportation RAISE program to fund the planning, preparation, and design of road extension projects. The Town is seeking funding for planning, preparation, and design to include environmental analysis, feasibility studies, benefit-cost analysis, and other pre-construction activities such as survey, wetland delineation, geotechnical explorations, etc. for the extensions of roadways.

2022 Safety Grant
North Carolina League of Municipalities (NCLM)
Grant Awarded: 12/08/2022

The Safety Grant program is exclusively for North Carolina League of Municipalities (NCLM) workers' compensation and property and liability pool members. This program provides funding in the form of matching grants to purchase equipment or services to improve the Town's risk management efforts.

The Town of Leland's Public Services Department has requested funding towards the purchase of a stormwater/sewer "push" camera. The addition of this equipment would reduce confined space work conditions and assist in the investigation of clogs in the Towns' stormwater system.

Leland Cultural Arts Center
Property & Liability Grant
North Carolina League of Municipalities (NCLM)
Grant Awarded: 12/08/2022

NCLM's Property & Liability grant will provide funding to support the installation of security measures at the Leland Cultural Arts Center (LCAC). This installation will ensure the guests, Town staff, and LCAC are protected at a higher level.

Environmental Enhancement Grant (EEG)

Grant Denial Notification: 01/05/2023

The EEG program provides grants to non-profit organizations, academic institutions, and governmental entities to preserve and enhance North Carolina’s natural resources. The Town of Leland has submitted a letter of support to Dr. Joanne Halls, a Professor in the Department of Earth & Ocean Sciences at UNCW, who submitted the proposal. The deliverable resulting from the NC EEG proposal is an assessment of both flood risk and neighborhood vulnerability. These results will be GIS data layers that we can use in existing geodatabases and incorporate into planning and policy development.

Building Resilient Infrastructure and Communities Program (BRIC)
Federal Emergency Management Agency (FEMA)

Building Resilient Infrastructure and Communities (BRIC) supports states, local communities, tribes and territories as they undertake hazard mitigation projects, reducing the risks they face from disasters and natural hazards.

The program’s guiding principles are supporting communities through capability and capacity building; encouraging and enabling innovation; promoting partnerships; enabling large infrastructure projects; maintaining flexibility; and providing consistency.

The South Navassa Road Pump Station is increasingly vulnerable to flooding as climate change is affecting storm surge, high-tide, and rising sea levels.  The requested FEMA BRIC grant will fund relocation of the South Navassa Road Sewer Pump Station to reduce potential flood hazards.
