The Town of Leland actively seeks grants and other funding opportunities to fund various projects, procure specialty equipment, and provide funding for training. Grant funding allows the Town to go beyond the limits of our operational budget and provide a solution for evolving community problems. Walmart’s local community grants are awarded through an open application process and provide funding directly from Walmart and Sam’s Club facilities to local organizations in the U.S. There are eight areas of funding that Walmart supports.
- Community and Economic Development: Improving local communities for the benefit of low-income individuals and families in the local service area
- Diversity and Inclusion: Fostering the building of relationships and understanding among diverse groups in the local service area
- Education: Providing afterschool enrichment, tutoring or vocational training for low-income individuals and families in the local service area
- Environmental Sustainability: Preventing waste, increasing recycling, or supporting other programs that work to improve the environment in the local service area
- Health and Human Service: Providing medical screening, treatment, social services, or shelters for low-income individuals and families in the local service area
- Hunger Relief and Healthy Eating: Providing Federal or charitable meals/snacks for low-income individuals and families in the local service area
- Public Safety: Supporting public safety programs through training programs or equipment in the local service area
- Quality of Life: Improving access to recreation, arts or cultural experiences for low-income individuals and families in the local service area
The Town of Leland will use these funds to provide police with the proper equipment needed to safely care for residents of Leland in an emergency situation.
T-Mobile has partnered with Smart Growth America and Main Street America to help build stronger, more prosperous small towns and rural communities. The Hometown Grant program focuses on revitalizing community spaces in towns to bring people together.
The Town of Leland requested funding to go towards Founders Park renovations which will add inclusive playground equipment and accessibility for those who use mobility devices. This will be accomplished with an at-grade to the playground and all rubberized surface. The playground will have a disc swing and wheelchair accessible merry go round.
The Bureau of Justice Assistance (BJA) seeks applications for funding under the Edward Byrne Memorial Justice Assistance Grant (JAG) Program. This program furthers the DOJ’s mission by assisting state, local, and tribal jurisdictions’ efforts to prevent or reduce crime and violence and to improve the fair administration of the justice system.
The Leland Police Department will use these funds to purchase new radios to integrate VIPER (Voice Interoperability Plan for Emergency Responders) systems for the Town of Leland Police Department. The purchase and integration of these radio systems will move the Town of Leland Police Department forward in becoming compliant with North Carolina’s VIPER system regulations that will be able to support communications with emergency personnel throughout North Carolina should the need arise.
A "brownfields site" is an abandoned, idled or underused property where the threat of environmental contamination has hindered its redevelopment. The North Carolina Brownfields Redevelopment Section, which is administered by the Division of Waste Management, is the state's effort to break this barrier to the redevelopment of these sites. The Brownfields Property Reuse Act of 1997 sets forth the authority for the Department of Environment and Natural Resources to work with prospective developers to put these brownfields sites back into reuse. The prospective developer, as defined under the statute, is any person who desires to buy or sell a brownfields property for the purpose of redeveloping it and who did not cause or contribute to the contamination at the property.
The Town of Leland applied for a grant through NC DEQ, and funded by the EPA, to perform evaluation and testing deemed necessary to establish a Brownfields Agreement, outlining future approved use of affected properties. The Town currently meets all eligibility requirements and has received confirmation of acceptance into the project. This includes the receptor survey, utility locates, drillers, site work, laboratory analytical, work plans, and reporting. All work necessary to establish Brownfields agreement is part of the EPA grant funding.
The North Carolina Recreation and Park Association (NCRPA) is dedicated to providing the highest caliber benefits to member agencies and professionals. NCRPA has allocated for 9 funding opportunities to be used for a regional mini-grant program as an investment in the profession.
The Town of Leland will partner with Lend a Hand in Leland provide service though volunteering. Lend a Hand in Leland is a newly formed program dedicated to engaging volunteers in enhancing, beautifying, and enriching their community. The goal is to create a sense of community pride where volunteers feel fulfilled by seeing their efforts enhance public spaces for all residents to use and enjoy.
This initiative, funded through the N.C. State Legislature and the National Fish and Wildlife Foundation, provides funding to local governments to help overcome barriers in coastal resilience and adaptation planning, boost local government capacity, and support a proactive, sustainable, and equitable approach to coastal resilience planning and project implementation.
The four phases of the program include:
- Phase 1: Community Engagement and Risk & Vulnerability Assessment
- Phase 2: Planning, Project Selection and Prioritization
- Phase 3: Engineering and Design
- Phase 4: Implementation
The Town has completed Phases 1, 2, and 3 of this program and has received a Risk & Vulnerability Assessment and Project Portfolio. Learn more about our resiliency efforts. The Town was awarded funding for Phase 3 for the engineering and design of Mallory Creek Drive Drainage Improvements.
The primary objective of Phase 4 of the RCCP is to provide funds for the implementation or construction of a prioritized resilience project in the 20 coastal counties. Grant funds may be used for the construction or implementation of a project that improves the resilience your community’s critical assets, people, and property, to identified coastal hazards (e.g., flooding, sea-level rise, storm surge, etc.). The Town will implement improvements along Mallory Creek Drive for proper drainage and stormwater management.
