Pursuant to G.S. 160A-101 and 160A-102, the Charter of the Town of Leland, North Carolina, as set forth in Chapter 564 of the 1989 Session Laws of North Carolina, as amended, is hereby further amended to provide that the Town shall operate under the council-manager form of government in accordance with G.S. 160A-146 et seq. and any Charter provisions not in conflict therewith.
The inhabitants of the Town of Leland are a body corporate and politic under the name "Town of Leland." Under that name, they have all the powers, duties, rights, privileges, and immunities conferred and imposed upon cities by the general law of North Carolina.
