Departments

The Town of Leland is dedicated to providing effective and fiscally responsible municipal services in a manner that promotes a high quality of life with a neighborly feel. The Administration Department is made of up the Town Manager, a Deputy Town Manager, an Assistant Town Manager, and a Staff Attorney. The Administration Department serves all departments and the Town Council.

The Communications Department is responsible for developing and managing the outward communications of the Town as well as internal communications to Town staff. The department manages the overall communications strategy and execution, leading and managing a variety of communications activities, with a focus on establishing and marketing the Town by producing digital content and building engagement across various platforms. The communications responsibilities also include overseeing and coordinating public information programs and publicity activities, creating comprehensive community outreach programs, communicating Town initiatives, projects, plans, and practices to Leland residents and stakeholders, and developing guidelines for regular and emergency communications. The department manages the Town’s public-facing positions and ensuring that public interactions are in alignment with Town standards. 

The Economic & Community Development Department is responsible for overseeing the Town’s economic development activities. The department leads the Town’s economic development initiatives while also building and maintaining strong relationships between the Town and business community, property owners, realtors, government agencies, professional and community organizations, and the general public for the primary purpose of business retention, attracting new businesses, and promoting workforce development. The department also researches, seeks, and administers grants and tax incentive programs to benefit the economic development initiatives of the Town and negotiates and prepares economic development agreements in connection with these incentives.  

The Emergency Management Department is the managerial function charged with creating the framework within which the Town may reduce vulnerabilities to hazards and cope with disasters. Emergency Management is not “in charge” during an event, however, the department is a support for the managerial function of an event. Staff provides key support and resources to citizens, Town Council, staff, and stakeholders to mitigate, prepare for, respond to, recover from, and prevent an event. These can range from the most obvious, such as a tornado or a hurricane, to a pandemic, mass violence, or environmental response event. 

The Engineering Department is primarily responsible for regulatory compliance and new projects. Duties include civil engineering design of new construction and major repairs of streets, sidewalks, facilities, and other critical infrastructure, stormwater and development plan reviews, environmental compliance and enforcement, capital construction administration, new development inspection, and all other matters related to complex construction and repair projects to ensure compliance with federal, state, and local laws.

The duties of the Finance Department include processing payments for accounts payable on a weekly basis and payroll on a biweekly basis, facilitating the purchase of all goods and services, recording fixed asset inventory, managing Town-wide property and liability insurance, ensuring the timely and proper posting of expenditures and revenues, investment of idle funds of the Town, administering grants for the organization, preparing the annual budgets, preparation of all reports for the auditors related to the annual audit, and overseeing the issuance of debt on behalf of the Town.

The Leland Fire/Rescue Department is a comprehensive all-hazards emergency services department that offers fire protection, first responder emergency medical services, technical rescue, and public education to the citizens of the Town of Leland, Town of Belville, and unincorporated portions of Northern Brunswick County. The department serves a total area of 60 square miles and a population of nearly 37,000 citizens. The department provides these services out of three fire stations, staffing three engine companies, a cross-staffed truck and rescue company, and a Battalion Chief with 48 full-time sworn personnel, a full-time civilian Administrative Coordinator, four part-time positions, and volunteer sponsorship staff.

The Human Resources Department provides support for the acquisition, management, and engagement of the Town's human capital. These responsibilities specifically include hiring, training, development, administration, benefits acquisition and management, compliance, diversity and inclusion, performance management, and engaging activities to build teamwork and cross-functional engagement with the broader mission of the Town.

The Parks, Recreation, & Cultural Resources Department hosts four major events each year, more than 30 special events, and hundreds of reoccurring programs in the Town's parks, green spaces, and at the Leland Cultural Arts Center. The department facilitates the enjoyment of family leisure activities to the citizens of Leland, promotes sustainability practices to protect the Town’s natural resources, provides opportunities for stimulating activities through recreational and cultural arts programs, leverages strategic partnerships to increase the Town’s connected gathering places, and encourages Leland citizens to play and enjoy a healthy lifestyle.

The Planning & Inspections Department facilitates development within the Town, from project inception to completion. Planning staff provide professional and technical guidance in all matters related to existing and future land use, including zoning, flood damage prevention, land use code compliance, and long-range planning. Building Inspections staff ensure public safety by administering compliance with applicable building codes and design requirements. Permitting staff are responsible for receiving and processing applications for building permits, issuing permits, and scheduling inspections. Code Enforcement staff are responsible for ensuring compliance with the Town’s land development ordinances, minimum housing codes, and nuisance codes. 
The Leland Police Department provides 24-hour law enforcement services for businesses and residents within the Town limits of Leland. The department's main responsibilities include maintaining order, protecting the public and property, patrolling, responding to calls for service, and investigating criminal activity and traffic crashes. Staff members also partner with the community in preventing crime through proactive patrols, participating in community events, and educating community members on crime prevention techniques. The department is divided into three Divisions: Patrol, Criminal Investigations, and Support Services.

The Public Works Department is primarily responsible for operations and maintenance of existing Town infrastructure. Duties include maintenance and minor repairs of Town streets, sidewalks, rights-of-way, stormwater facilities, buildings, grounds, and fleet, and assisting with the implementation of complex construction and repair projects.

The Town Clerk's Office delivers services that connect the public to local government, serves as custodian of the corporate seal of the Town of Leland and all permanent records pertaining to the Town and Town Seal, administers Council approved processes for Board appointments, and oversees the continued development, administration, and implementation of the Town-wide public records request program and records management program. The Town Clerk's Office also ensures a standard of consistency across all departments in records management practices, codifies ordinances, organizes meeting agendas and records minutes of public meetings, and assures open meeting laws, including proper notices, are followed.
