Councilmember McHugh to Serve Another Term on NCLM Legislative Policy Committee

Councilmember Bill McHugh has been reappointed to serve a third term on the Legislative Policy Committee of the North Carolina League of Municipalities (NCLM). His reappointment was confirmed in September. 

The 62-member Legislative Policy Committee plays a critical role in setting the NCLM’s legislative goals, ensuring they address the diverse needs of North Carolina’s cities and towns. The committee’s work focuses on four key areas: resilient infrastructure, healthy finances, vibrant communities, and adaptive municipal operations. 

“I am honored to continue serving on the Legislative Policy Committee,” Councilmember McHugh said. “Over the past two years, I’ve worked to deliver meaningful policy outcomes and gained valuable insight into the challenges of fighting for municipal rights and home rule for Leland and municipalities across North Carolina. I look forward to continuing this important work with the NCLM.” 

NCLM employs a member-driven, inclusive process to develop its policy agenda, gathering input from municipal officials throughout the state. This approach ensures that the final priorities represent the wide range of perspectives and challenges faced by municipalities, while also signaling to state and federal policymakers that the goals reflect the collective needs of their communities. The process begins at the start of each legislative biennium and involves the Legislative Policy Committee, NCLM membership at large, and the NCLM Board of Directors. 

“With over 540 cities, towns and villages within our great state, all have shared needs and challenges. Service on NCLM’s Legislative Policy Committee offers the opportunity to have a voice in the development of a set of policy goals representative of municipalities’ collective needs,” said NCLM President and Albemarle Mayor Pro-Tem Martha Sue Hall. “The committee’s inclusion of members from cities and towns across North Carolina, of all sizes, serves as a guidepost to state policymakers that these priorities truly represent a cross-section of North Carolinians and their needs.”
