Town of Leland Recognized as a City of Civility

The Town of Leland is proud to be recognized as a City of Civility by the North Carolina League of Municipalities (NCLM). This recognition highlights the Town Council’s ongoing commitment to understanding resident needs and responding with respect, empathy, and integrity. 

The distinction is part of the NCLM’s Commit to Civility program, which promotes respectful and effective leadership in local government. The program educates municipal officials on their role in civil society and equips them with the tools needed to lead their communities thoughtfully and responsibly. 

“Being named a City of Civility reflects our Council’s dedication to listening with compassion, engaging with respect, and making decisions in the best interest of our residents,” said Mayor Brenda Bozeman. “We are proud to be among the first in the state to earn this recognition.” 

To qualify, at least 75 percent of a municipality’s elected officials must complete civility training through NCLM. In Leland, all five Councilmembers and the Town Clerk completed the training, demonstrating their shared commitment to civil leadership. Council approved the resolution in May, having met all NCLM requirements.  

Leland is one of only six municipalities out of more than 500 across North Carolina to receive the City of Civility designation.
