The Town of Leland 2030 Strategic Plan drives the work of staff and Town Council by setting clear priorities and measurable initiatives. These initiatives are reviewed and refined each year, with quarterly updates published on the Strategic Plan Portal and formal updates presented to Town Council every January and July.
The plan serves as a roadmap and establishes an actionable agenda that guides elected officials and staff in aligning goals, directing resource allocation, and focusing efforts on achieving the Town’s long-term vision.
To assess progress, updates are tied directly to the Strategic Priority Areas identified in the plan. Guided by resident survey results and feedback from multiple staff and Town Council workshops, five Strategic Priority Areas were established to support the vision of a vibrant, safe, inviting, and resilient community. The following completed initiatives reflect progress made in alignment with these priorities from August through December 2025.
Safe Community
- Conducted an analysis of the unmanned aircraft system program.
- Evaluated and implemented new technology to prevent and solve crime.
- Performed a study to evaluate Public Safety staff and resource allocations based on South Atlantic Region FBI data and National Fire Protection Association standards.
Resilient, High-Quality Infrastructure and Environment
- Identified street connections recommended in the Integrated Mobility Plan.
Communication and Engagement
- Implemented targeted public awareness campaigns.
- Refined the Town’s website and digital presence.
Organizational Excellence
- Created a business process automation plan that identified internal processes that could be improved through automation.
- Created a comprehensive list of federal and state grant opportunities to ensure the Town is pursuing all available funding opportunities.
Business and Neighborhood Enhancement
- Updated the Leland Tourism Development Authority Strategic Plan.
Town staff continue to advance the remaining strategic initiatives outlined in the plan while also beginning work on new initiatives that can be completed during the next fiscal year.
