The Town of Leland is proposing to resurface 5% of Town owned roadways annually. The scope of the project includes milling, full depth patches as needed, asphalt overlay, new pavement markings, and replace and install new street signs as needed. The streets being considered for resurfacing include Enterprise Drive, Greensview Circle, Arbor Ridge Way, Suncrest Way, Maplechase Drive, Beaumont Court, Plum Leaf Court, Silver Maple Drive, Winterberry Circle, Waverly Lane, Winding Trail Drive, Rollingwood Court, Clover Field Court, Lake Breeze Court, Pebblestone Court, Meadowstone Court, Brightstone Court, Pavestone Court, Keystone Court, Sunstone Court, Wellstone Court, Westport Drive, Estuary Court, Harvester Court, Island Cove Court, Lanvale Hills Circle, Ashcroft Drive, Cape Fear National Drive, and Mt. Pleasant Circle.

Town Council approved the bid and selection of C.M. Mitchell Construction Company as the construction contractor on the project.
The Town of Leland invites the submission of sealed construction bids for the Town of Leland Roadway Resurfacing 2025-2026 project. The bid advertisement provides complete information on the scope of work, how to obtain bidding documents, timelines, and submission requirements, and can be found at https://www.townofleland.com/rfps-rfqs. The Town will receive sealed bids for the construction of the project through Thursday, September 3, 2026, at 11 a.m.
The Town and Engineer have finalized design plans and construction bidding documents are being drafted for advertisement and bid in Summer 2026.
Town Staff reviewed the final design plans and provided comments back to the Engineer. Next steps are for the Engineer to make revisions and submit Final construction plans to the Town.
The Engineer has completed the Final Design Plans for the proposed resurfacing project. Town Staff will review the roadways and provide comments to the Engineer.
Geotechnical crews from ESP Associates will be out the week of Monday, March 16, 2026 to take cores at selected locations along the proposed roadways. Traffic will be diverted around equipment and crews. Residents should expect delays and use caution when driving in the area.

Survey crews from ESP Associates will be out on Tuesday, August 26, 2025 to conduct mobile LiDAR survey and 2D mapping services that will be used to provide survey data for the Engineer. Imaging will take one-day in the field and then a few weeks to process and deliver the data.
