
The project will include an at-grade pedestrian crossing on US Highway 17 at the intersection of Ploof Road/Olde Waterford Way, in addition to approximately 300-feet of sidewalk on the northeast side of Olde Waterford Way to connect to the existing sidewalk network within the commercial area of Waterford and beyond. The pedestrian crossing and associated sidewalk would create the only pedestrian crossing across the multi-lane highway and connect pedestrian facilities on both sides of the highway, that are continuing to develop with residential and retail infrastructure. The Town received federal funding from the FY23 Surface Transportation Block Grant Program Direct Attribute (STBGP-DA) Grant for the design, permitting, right of way, and construction of the project.

The Town of Leland invites qualified firms to submit a qualification proposal to provide traffic engineering and design consulting services associated with the preliminary engineering, right of way acquisition, advertisement and bidding, and preparation of the final design construction documents of North Carolina Department of Transportation Local Program’s Surface Transportation Block Grant - Direct Attribute BL-0074 U.S. Highway 17 Pedestrian Crossing project. The RFQ document can be found at https://www.townofleland.com/rfps-rfqs. The Town will receive written responses to this RFQ through March 5, 2024 at 3 p.m.
Town staff is in the process of releasing a Request for Qualifications (RFQ) for PE services to bring on an Engineering Firm to design the pedestrian improvements.
The Town of Leland and NCDOT have executed an agreement to design and construct the pedestrian crossing.
The WMPO board voted to allocate funding for the U.S. Highway 17 Pedestrian Crossing project as part of a Local Administered project agreement with NCDOT.
