The Town is committed to pursuing grants and alternative funding opportunities to support a wide range of projects, acquire specialized equipment, and enhance training efforts. These resources allow the Town to extend beyond the limitations of its operational budget and address the evolving needs of a growing community. To promote transparency and provide clear, up-to-date information, this grant funding page is reset annually on July 1. We are grateful to the funding agencies that continue to recognize and invest in the future of the Town.

2024 Assistance to Firefighters Grant (AFG)

The primary goal of the Assistance to Firefighters Grant (AFG) is to meet the firefighting and emergency response needs of fire departments and non-affiliated emergency medical service organizations. Since 2001, AFG has helped firefighters and other first responders obtain critically needed equipment, protective gear, emergency vehicles, training and other resources necessary for protecting the public and emergency personnel from fire and related hazards. The Town of Leland applied to purchase PFAS-free technical rescue PPE that can be worn in rescue and fire situations.

Staffing for Adequate Fire and Emergency Response (SAFER)

The Staffing for Adequate Fire and Emergency Response Grants (SAFER) was created to provide funding directly to fire departments and volunteer firefighter interest organizations to help them increase or maintain the number of trained, "front line" firefighters available in their communities.

The goal of SAFER is to enhance the local fire departments' abilities to comply with staffing, response and operational standards established by the NFPA (NFPA 1710 and/or NFPA 1720).

Community Forest Program

The Community Forest Program (CFP) is a competitive grant program that provides financial assistance to tribal entities, local governments, and qualified conservation non-profit organizations to acquire and establish community forests that provide community benefits. Community benefits include economic benefits through active forest management, clean water, wildlife habitat, educational opportunities, and public access for recreation.

The Town of Leland has applied for the Community Forest Program (CFP) grant to purchase property that will be put into conservation.  The TOL will allow public access to a natural area or open public space. The acquisition of this property will help preserve a forest and create trails for public access. This will ensure that natural spaces remain an integral part of community life.

If awarded, the Leland Police Department will us utilize the funds to outfit two (2) current Police SUV' s with mini mobile command stations and one multiuse UW. The mini mobile command stations will be utilized to assist with incident command situations ranging from natural disasters to basic calls for service such as missing persons. Being equipped with the mini mobile command station will allow officers to respond to those incidents and immediately set up a command station allowing for more efficient dispersing of resources and timely situation control. The UTV will be utilized for search and rescue situations. The Town of Leland is in a natural disaster-prone area and the need of a UTV to be able to access to the areas where a full-sized vehicle is unable to go.  As the Town of Leland' s population continues to grow, the use of mini mobile command stations and the UTV would be vital to the success of search and rescue missions along with the lifesaving efforts during a natural disaster incident.

Building Resilient Infrastructure and Communities Program (BRIC)

Building Resilient Infrastructure and Communities (BRIC) supports states, local communities, tribes and territories as they undertake hazard mitigation projects, reducing the risks they face from disasters and natural hazards.

The program’s guiding principles are supporting communities through capability and capacity building; encouraging and enabling innovation; promoting partnerships; enabling large infrastructure projects; maintaining flexibility; and providing consistency.

The South Navassa Road Pump Station is increasingly vulnerable to flooding as climate change is affecting storm surge, high-tide, and rising sea levels.  The requested FEMA BRIC grant will fund relocation of the South Navassa Road Sewer Pump Station to reduce potential flood hazards.

Charging and Fueling Infrastructure Discretionary Grant

The Charging and Fueling Infrastructure (CFI) Program will accelerate an electrified and alternative fuel transportation system that is convenient, affordable, reliable, equitable, accessible, and safe. The CFI Program will also help put the U.S. on a path to a nationwide network of at least 500,000 EV chargers by 2030 and improve networks for vehicles using hydrogen, propane, and natural gas.  This grant aims to strategically deploy electric vehicle (EV) charging infrastructure located on public roads or in other publicly accessible locations.
