Founders Park (formerly Leland Municipal Park) serves as the flagship facility for a myriad of events and programs throughout the year. Town Council adopted the master plan at its March 2020 regular meeting. The Town is now moving forward with construction which includes amenities such as an amphitheater, splash pad, veterans memorial, inclusive playground, walking trails, and fitness stations.

Project Updates
Multiple crews have been working on the rebuild of Perry Avenue over the past several weeks, leading up to paving that began on September 23rd. After paving was completed, the installation of pervious, on-street parking began.
Work is continuing to progress on the park renovation, with multiple crews working daily. Focus has been placed on the demo/rebuild of Perry Avenue, parking lot curb installation, and vertical construction of the pavilion and amphitheater. The stage floor has been poured which will allow crews to continue the walls and electrical installation. The pavilion has had electrical, plumbing, concrete, and masonry work being completed.
Crews have begun working on the full rebuild of Perry Avenue, which will include additional on-street parking and lighting. Traffic control will be present as necessary to maintain safe travel lanes.
Progress updates for the month of June include structural steel being erected for the amphitheater, substantial completion of the picnic shelter, installation of base materials in the parking lot, and the stormwater pond nearing completion. Next steps will be to continue working on the amphitheater and pavilion buildings, installing curb in the parking lot, and continuing to work on electrical and plumbing.
Focus over the last month has been on installing stormwater pipe and boxes under the new Perry Avenue extension, and outfall pipe from the new stormwater pond. Crews have also been working on the installation of footers for the restroom pavilion, amphitheater, and picnic shelter.
Over the past month, crews have been focused on continuing the site work necessary for the extension of Perry Avenue and the site stormwater system. Additionally, they have been working to grade the new multiuse path, parking lots, and building pads.
Crews have began demo on existing site concrete and pavement.
A Notice to Proceed has been issued to Group III Mgt with construction expected to start ASAP. The park will be closed to the public while construction is underway, with final completion expected December 2024.
A Notice of Award has been issued to Group III Mgt, Inc, based out of Kinston, NC. Contracts are currently being finalized and, based on final execution, construction is expected to begin in November.
Bid opening was held at Town Hall, with the Town receiving two bids for the project.
